1. Editorial:

At the 17th session of the Commission on Crime Prevention and Criminal Justice (CCPCJ), that took place in Vienna from 14-18 April 2008, the Panel undertook a number of activities to remind Member States of their obligations under the Convention on the Rights of the Child and other norms and standards relating to juvenile justice.

On 17 April, the Panel Secretariat, in collaboration with the United Nations Office on Drugs and Crime (UNODC), Defence for Children International (DCI) – The Netherlands, the International Juvenile Justice Observatory (IJJO) and Penal Reform International (PRI), organised a side-event on “Strategies to address Violence against Children in Conflict with the Law”. The side-event attracted over fifty participants and was an opportunity for Panel member to share advocacy, legal and policy strategies to address violence against children in the justice system as a follow-up to the United Nations Study on Violence against Children (UN Study).

An oral statement signed by eight Panel members was also delivered to the Commission on the same day, recalling ECOSOC resolution 2007/23 and reiterating the resolution’s invitation to Member States to adopt comprehensive national action plans on crime prevention and child justice reform containing, in particular, specific targets with regard to reducing the pre-trial detention and imprisonment of children, via diversion, restorative justice and alternatives to imprisonment and ensuring that proper detention conditions prevail. The statement also raised concerns about the estimated 1.1 million children deprived of their liberty worldwide and reminded Member States to implement all of the recommendations relating to children in conflict with the law in the UN Study.
