1. Editorial:
The 12th United Nations Congress on Crime Prevention and Criminal Justice took place from 12-19 April 2010 in Salvador, Brazil. Over 3000 participants, including 103 governmental delegations, came together to discuss “Comprehensive strategies for global challenges: crime prevention and criminal justice systems and their development in a changing world”. The congress concluded with the adoption of the Salvador Declaration on 19 April 2010. The Declaration supports “the principle that the deprivation of liberty of children should be used only as a measure of last resort and for the shortest appropriate period of time” and recommends “the broader application, as appropriate, of alternatives to imprisonment, restorative justice and other relevant measures that foster the diversion of young offenders from the criminal justice system.” The Declaration also calls on States to “develop and strengthen, where appropriate, legislation, policies and practices to punish all forms of crime that target children and youth, as well as for the protection of child victims and witnesses.” The Declaration will be submitted to the 19th session of the Commission on Crime Prevention and Criminal Justice (CCPCJ) in May 2010.
Panel members actively participated in the congress, organising a joint Panel ancillary meeting on “A comprehensive approach to juvenile justice reform in accordance with the Committee on the Rights of the Child General Comment No.10: promising practices and lessons learned” on 13 April 2010 and taking part in other key ancillary meetings on juvenile justice issues. Nine Panel members signed on to a common oral statement advocating for a comprehensive approach to juvenile justice reform that was delivered by the Panel Secretariat under the agenda item on “Children, youth and crime”.
