1. Editorial:

The Panel Secretariat in collaboration with five Panel members will hold an ancillary meeting in parallel the 12th United Nations Congress on Crime Prevention and Criminal Justice entitled: “A comprehensive approach to juvenile justice reform in accordance with the Committee on the Rights of the Child's General Comment No. 10: promising practices and lessons learned” on 13 April 2010, 12:00-13:00, Bahia Convention Centre, Salvador, Brazil.

Expert speakers, of which Mr. Jean Zermatten, Vice-Chair of the United Nations Committee on the Rights of the Child, will discuss how policy-makers and other relevant actors can develop and implement a comprehensive approach to juvenile justice reform, providing concrete examples from Panel member regional programmes in the Middle East and North Africa, the South Caucasus and Latin America. Discussants will also address joint criteria for the design and evaluation of juvenile justice reform programmes.

The event is co-sponsored by the United Nations Office on Drugs and Crime (UNODC), the United Nations Children’s Fund (UNICEF), Defence for Children International (DCI), Penal Reform International (PRI), Terre des Hommes International Federation (TDHIF) and the United Nation's Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD) Brazil.
