1. Editorial:

The Secretariat of the Interagency Panel on Juvenile Justice (IPJJ) would like to send you its Season’s Greetings and Best Wishes for the New Year! This Newsletter is sent to 950 subscribers around the world. We wish to thank all our readers for your loyalty and trust and we hope you find this newsletter interesting and useful for your daily work in justice for children. We look forward to continuing our collective action in 2009, towards a greater respect for the rights of the child in justice for children matters.

In this edition of the Panel newsletter, the Panel Secretariat would like to draw your attention to the recent developments regarding juvenile justice in France, where a special commission (chaired by André Varinard) recently submitted a report on the reform of the juvenile justice system. Some 70 proposals have been made. The proposal insists of the importance of educational sanctions rather than repressive; however, child rights organizations in France are not satisfied with the report and some of the proposals, for instance regarding the minimum age of criminal responsibility or the special treatment of recidivists:
