In this edition of the Newsletter, the Panel Secretariat encourages all juvenile justice actors to follow-up on the Concluding Observations of the Committee on the Rights of the Child.

At its 49th Session, which ended in early October, the Committee made recommendations on juvenile justice to Bhutan, Djibouti, and the United Kingdom, covering both children in conflict with the law and child victims and witnesses of crimes. The Concluding Observations included, amongst others, recommendations on the need to reduce the use of detention (and to increase the use of alternative measures), as well as on the need to raise the minimum age of criminal responsibility (currently set at 10 years in Bhutan and 8/10 years in the United Kingdom).

Concerns were raised regarding the United Kingdom’s infamous Anti-Social Behaviour Orders (ASBOs) which are civil orders that prohibit any activities and behaviour that are likely to cause harassment, alarm or distress (including children’s gathering), and which may convert into criminal offences in case of their breach, thus contributing to more children entering in contact with the criminal justice system.

The Committee also recommended that Bhutan and Djibouti seek or request technical assistance in the area of juvenile justice from the Interagency Panel on Juvenile Justice and its members.

United Nations Children's Fund (UNICEF)/Universidad Diego Portales de Chile
  • UNICEF and the Diego Portales University of Chile held the XI Course on the Jurisdictional Protection of the Rights of the Child, in Bogota, Colombia, on October 6-10 2008. 

    The course was targeted towards judges, prosecutors, defenders and lawyers coming from Argentina, Brazil, Chile, Colombia, Paraguay and Uruguay, and Peru and enabled the 65 participants to update their knowledge in the field of judicial protection of the rights of children. Participants also shared skills and knowledge to strengthen the implementation of human rights of children in the international judicial system.
