1. Editorial:
 
As announced in the July 2008 newsletter, Panel members have agreed to adopt a broader approach to justice issues covering both children in conflict with the law and children victims and witnesses of crime ("Justice for children"). By doing so, the Panel aligns to the common UN approach on justice for children.

In September 2008, the UN Secretary-General has issued a “Guidance Note on the UN Approach to Justice for Children”, aiming at ensuring greater attention to children in rule of law initiatives and better protection by justice systems. More specifically, the objective of the UN approach to justice for children is “to ensure (…) full application of international norms and standards for all children who come into contact with justice and related systems as victims, witnesses and alleged offenders, or for other reasons where judicial, state administrative or non-state adjudicatory intervention is needed, for example regarding their care, custody and protection”.
The UN’s common approach will help UN entities to leverage support through partners working on broader agendas around the rule of law, governance, security and justice sector reform in which justice for children can easily be integrated.

We would also like to remind you that an International Seminar on the issue of child victims and witnesses of crimes will be organised in October by the International Institute for the Rights of the Child (IDE) in partnership with the United Nations Office on Drugs and Crime (UNODC), the International Bureau for Children’s Rights (IBCR), and the Innocenti Research Center (IRC) – UNICEF. The proceedings of the seminar will be published in spring 2009 and will also be available on the Panel’s website.
